Multi-Country Business Entry Strategy

Leading professional employer organization (PEO)


A leading U.S. based payroll services and integrated human resources and employee benefits outsourcing organization turned to Metis Strategy for help concerning its expansion strategy in Europe. The client had already established a subsidiary and a presence in Germany where it faced challenges with regards to the execution of its U.S.-style business model.

Additionally, the Metis Strategy team was asked to facilitate the expansion into other European markets, such as Spain, France, and Italy, including the identification of potential acquisition targets.


The Metis Strategy team assisted the client in assessing which aspects of the U.S. business models were transferable – in whole or in part – to European target markets; we worked with the client’s legal counsel to test the feasibility and the limits of the desired business strategy. For those parts of the business model that faced legal constraints, the Metis Strategy experts identified viable alternatives in accordance with unique legal, regulatory, and cultural demands of the target countries.For the next round of European expansion, Metis Strategy conducted market intelligence research on behalf of the client to assess competitive landscape, customers preferences, and client demographics. Metis Strategy Identified organizations for the potential formation of strategic partnerships and as likely acquisition targets in high-priority geographies. Our team of international expansion professionals engaged natives of each target country and cooperated with local organizations to provide our client with an insiders perspective in preparation for several country launches. 

In a subsequent engagement, Metis Strategy investigated the product, service provider, and customer landscape for BPO software in selected target markets.


Following the engagement with Metis Strategy, the client solidified and built upon its presence in Germany; it now maintains four offices to cover the entire country while continuing to pursue the expansion into other European markets investigated by Metis Strategy. The BPO technology and customer analysis significantly contributed to our client’s acquisition of over 1,000 corporate clients.
